Mojave is on HFS+ formatted drive, Catalina on APFS formatted drive using clean install. This also happens if on Catalina awhile and usually within hours of use or following day. If I also install it in the Catalina drive, I find that both installs of Net Nanny will disable and return to SetUp. In Mojave i successfully run Net Nanny 10. I can have Mojave on both, or upgrade the SSD to Catalina. I have a Mac Mini 2009 that has both a WD Black HDD and a SSD for drives.
